Buckingham Update from Superintendent Jane Shamieh

VUSD letterhead header

April 24, 2018

Dear Buckingham Families,

As you know, Principal Paul Tytler has announced his resignation and will not be returning to Buckingham for the 2018-19 school year.  Paul is an outstanding principal who has done extremely well in his short time at Buckingham. He worked tirelessly on behalf of the students, staff and larger Buckingham community. I am truly sorry to see him leave. I know this may be unsettling for staff, parents and students, so I want to provide some information about Buckingham moving forward.

We are working to find the best principal for Buckingham. This is a high priority, and, as we did when we hired Paul, we will engage in an interview process that involves teachers and other school members. I will provide updates to parents and staff as soon as I have more information. VUSD and the school will continue to work to reconcile any budget issues in order to meet the administrative needs of the school.  The new principal will have administrative support which will allow the school to continue to operate as the exceptional charter school that it is.

Recently, there have been questions in the media pertaining to Buckingham’s financial status and dealings. To begin with, VUSD financial documents/budgets are public records. Financial documents are audited each year by an independent auditor. Budgets and actuals for VUSD are posted online at:

Detailed school budgets are also public and audited documents as well. At the end of the 2016-17 school year, Buckingham’s expenses exceeded the revenue by $479,535, requiring the use of the school’s reserves. Some of this deficit was due to one-time funding revenues that were received in one year, and were then expended in later years. This does not imply mismanagement of funds or fraudulent dealings of Buckingham’s budget by principals Tytler or Boles; Buckingham’s net fund balance was not negative. The school maintained a positive ending fund balance of $939,315 overall.

Earlier this year, we recognized that school expenditures needed to align with current year revenues for longterm financial stability. Principal Tytler worked with district administration to reduce expenditures in the current year by nearly $300,000. We will continue to be prudent with expenditures in coming years with a focus on maintaining our teachers, classroom ratios, and student support positions.

I was disheartened to receive Principal Tytler’s resignation, but I understand and respect his wish to move back home to Washington State. Paul is a passionate educator who has been a longstanding advocate for academic supports and success for all students. I know he will continue to be a champion for students in his future endeavors, and we wish him all the best.

Buckingham is a special place with excellent students, families and staff. The VUSD Board and I are fully committed to supporting the school so it can continue to be a National Blue Ribbon School. On a side note, we continue to actively look for and plan for an upgraded school facility for Buckingham Charter School.
